Steve Franklin agrees that teachers should be judged in part on how their students do on standardized tests and in part on peer review. Steve Franklin, a middle school teacher in L.A. Unified, had some issues with the Times series on teacher evaluations, so he fired off a letter to the editor. It read, in part:
